If someone has place a password that must be entered, before the computer finishes running its bios, how can you change that password?
By design, you don't. In practice, there may be a module on the motherboard that can be "cleared" by removing and reinstalling or by connecting two pins, etc.... This module may be a battery only, or a complete "password locking" chip with a power source, memory and logic for comparing the entered value with the internally saved password and generating a "go" / "no-go" response signal.

You will need to get the manual for the motherboard (often from the manufactures web site) and look for instructions on doing this. If you find the part number of the module, do a search on the internet for it to find "hacker" and other sites that may also have instructions for clearing the password.
